Can we replace photo in our ID with cartoon profile picture?

The world is changing. Many traditional form of what we do in our life have been abandoned and replaced by newer form which are usually more technology-packed. We remember using letters to communicate with friends or colleagues, but now everything has changed, we use email, messenger, phone to replace the slow conventional letter.

Will a cartoon profile picture of a person change the photo ID in our official identity document such as  passport or driving license? Well, that is certainly a stupid question to ask, but who knows :-)
